Excel, Word will not launch, PLEASE HELP!

a friend had bad power supply, so he took his computer to
be serviced. well rather than change the power supply, the
tech removed all hardware components from his computer and
install the components into a new box with power supply.
memory was upgraded too. Now after starting windows 98,
he is unable to launch any Microsoft office application.
Excel will NOT start. Word will NOT Start. Would someone
please tell what is going on?HHHHHHEEEEEEEELLLLLLLPPPPPPP!

Just re-install the apps with the original CDs
