Excel wrapping incorrectly

Hi all-
I am having an issue in some cells of my workbook where cell wrapping isn'tbehaving correctly. Screenshot of the issue at http://imgur.com/zqXhu (Excel 2007)
In short, Excel does not appear to be correctly recognizing the length of the content correctly, and making the cell two rows high instead of three, and cutting off some of the text ("E1" in this example). The content is a string, no formulas. Making the cell height bigger and then preforming autofit will return the cell to 2 rows high. The cell is a single column wide, not merged.
In some cases, the opposite happens, where excel seems to think that the content needs a third row when it in fact fits on two rows.

Is there any way to get around this limitation?

It seems to happen with all versions.
But the first problem is usually solved after closing and reopening the file,
if you didn't change the height manually.
