Excell 2002 crashes when double clicking to open a file

Title explains it all... double click a XLS file and excell opens then
immediately gets to a closing error report. This is After a fresh reformat.
I checked all the hardware it functions. it is only excell that this system
has that problem with. if you open the file from within excell it works fine.

OS is Win2k Excell is Office XP
