Excessive publishing notifications

Using Project Server 2007. When a schedule is published, people with tasks
that are all 100% get email notifications. Is there a way to control this so
that only people with tasks that are not complete get the notifications?

Unfortunately, the notification options when publishing a project have been
reduced in 2007. In 2003, you could publish without sending out
notifications or you could publish part of your plan and send out those
notifications only for new and changed assignments. If notifications are
going out on 100% complete tasks, I would consider that a flaw in the
design.

Your only other options are to have the team members themselves turn off
notifications but even that does not get your desired results of only
getting notified on new and changed assignments that are not 100% complete.
