Exchange 2003 SP2 IMF -- Outlook ingnoring SCL rating?

We have an Exchange 2003 SP2 server with IMF enabled. The server has all
patches and updates applied, including the IMF updates. All of the
workstations are using Outlook 2003 with all the available updates. With a
couple of the users we are having a problem with spam and the IMF's SCL. Our
IMF is configured to archive at 8 and move to a user’s junk-mail folder at 4.
A couple of workstations, using the SCL viewer for Outlook 2003, are not
moving the messages to their junk mail folders. I can see a message with a
SCL of 6 still in their inbox.

To try to resolve the problem, I have done the following:
1. Uninstalled and re-installed Office 2003.
2. Deleted all of the user’s rules in both "Rules and alerts" and under
junk-mail.
3. Created a new Outlook profile.
4. Connect to the server in non-cached mode.

They are still having the same problem..

Does anyone have any ideas on what might be the problem?

No, I have deleted ALL the rules.... Rules and Alerts and all Junk-mail rules.

Moreover, I have tried the Junk-Mail filter on High, low and off. My system
works great with the Outlook Junk-Mail filter set to off and just using the
IMF's SCL's.

This have been driving me nuts for a couple of weeks. It is only happening
on six stations out of 67. I am at a loss on why it is happening. I can
see the SCL on the stupid messages but they just don't move. Some messages
are making it into the junk mail folder, but I am not sure if it's Outlook's
filter or the SCL. I impression is that something on either their mailbox or
system is not processing the SCL's properly.

Any ideas?
