Exchange 5.5 upgrade to Exchange 2003

I have gone through the steps of installing exhange 2k3 in a domain with
exchange 5.5, using the deployment steps on the exch2k3 cd. I am to the step
where i need to use the (move mailbox wizard) but the Action menu does not
give me the option for exchange tasks, so the move mailbox wizard is not a
possibilty yet. I have installed exchange2k3 SP1. I have the exchange system
manager installed. SRS is running. Any help would be great.
