Exchange - Outlook homepage

how can i create a folder in outlook and have it default to a homepage. I
would like to be able to do this for all my exchange users in a specific
storage group. The folder in outlook will be used to take them to their spam
quarantine website. Any help would greatly be appreciated. Thanks.

Add a folder and set a folder home page then set that folder as the default
folder for start up - tools, options, other, advanced options.
