Exclusive Database mode

I get the following message when trying to create a query using to two tables
that have a one to many relationship.

The wizard is unable to open your query in datasheet view, possible because
another user has a source table open in exclusive mode. Your query will be
opened in design view.

The database is not on a shared drive. I do not have the database opened
someplace else and I check all of the tables to make sure all had the shared
table button chosen.

Is there something else I am not doing? Thanks
