Exclusive Rights To Database

We are trying to set up a database (it already exists) in Access 2000 (running on windows 2000 Pro in a Windows 2003 server environment) so that only one user may have the database open and make changes to it at a time.

I tried the user level security wizard and found that either no one could open it when I set the group permissions to exclusive, or that everyone could open it and modify the database.

I tried setting each users installation of access to exclusive for the database on the advanced tab in tools-options and this did not work either.

I tried using the file-open command and then selecting exclusive using the down arrow next to the open button and still was not able to prevent other users from opening the database and being able to modify it.

I would appreciate step by step instructions on how to accomplish this task in Access.
