Is it possible to have a table on a locked form that you can tab (or possibly
another key combination) to create more rows of cells rather than moving to
the next form field or checkbox on the document?

another key combination) to create more rows of cells rather than moving to
the next form field or checkbox on the document?

Only by using a macro to intercept the tab (or other) key and, if the
cursor is currently in the last cell of the table's last row, (a)
unprotect the document, (b) insert the new row, and (c) reprotect the
document. If you want the new row to contain form fields, the macro
will have to create them as part of item (b).
