Expanding navigation link

Can anyone tell me how to create a navigation bar that expands without
jumping to a new page until you get to the end. In other words, I'd like to
have a tree like structure for the navigation bar. I've seen a lot of web
sites like this but I don't know how to create it with FrontPage 2003

For example:

Thermal Dependency ---> Red (webpage)
---> Yellow (webpage)
---> Green (webpage)
---> Blue (webpage)

Current Dependency ---> Red (Webpage)
---> Yellow (Webpage)
---> Green (webpage)
---> Blue (webpage)

Any help would be greatly appreciated!
