Explain how MS Picture Manager differs from MS Photo Editor.

With MS Office 2000, I was great with MS Photo Editor - copying in screen
prints and cropping them and saving them out as different snapshots to write
my help documents. The new MS Picture Manager doesn't even have the same
menu items - like "Paste as New Image" - Can someone help me out with some
pointers or point me to a tutorial on the new functionality??
