explanation of setting up security

Hey all,
I am having major issues resetting / setting up the security on a shared database. here's the overview of what was done, and what i need to do.

I took over a database that was secured (not sure quite how it was done) and got access to it by joining the workgroup. I have made changes to it and would like to modify the access that people are allowed to have on it. I would like to have multiple admins (3 plus myself), and the rest are general users. i have tried to use the security wizard, but that doesn't seem to quite do the job. I am pretty sure i am not doing it correctly. so here are my questions...
1. should i keep teh default and not allow any users permissions (or grant some to the users..?
2 in the same window, what does the administer button allow/ what does the read data allow/ as well as the update/insert/delete?
3. what do i do to keep from any of the users i define w/ no permissions (as just user and admin (with no permissions) ) from going into the security wizard and adjusting it all.

4. most importantly, how do i clear it all out and start the security all over again?
