Export data in dbase 7 format from Access 2003

Although microsoft states on many web pages and help files
that Access 2003 can export data in dbase 7 format, this
format is not available in the file type list within the
export dialog. The latest updates and service packs for
Access, Jet, and MDAC have been installed, but dbase 7 is
still not an avialable option. How do i get this feature
to work ??
