Export fixed length text file from MS Access 2000

Tried to export a query to fixed length text file
test.txt and receiving "The Microsoft Jet database engine
cannot open the file. It is already opened exclusively
by other user, or you need permission to view its data."
when there is no such test.txt file being used at all.
The length of the text file is 382 and I had no problem
with length of text file at 280.
