Export/Import functions not active

On both Outlook 2000 and Outlook Express 6, the import/export keys are gray
and not accessible. They were before I ran the detect and repair in the Help
menu. Is there any way to get these functions operational again. I am
running XP but have not installed the SP 2 update yet.
