Export to Spreadsheet quit working on "Issues" & other sharepoint

For some reason, I am no longer able to export to spreadsheet the issue &
risk lists (nor any other sharepoint list) either through the project web
access screen or the project workspace screen. I could do this a week ago.
Also, other users aren't having problems. Is anyone aware of a local setting
or any other reason this may be happening?

I would try to run a repair or reinstallation of the Sharepoint support tools in your MS Office installation if I was you. There is a specific set of components in Office 2003 the provide the glue between Sharepoint and Office.
