Exporting fixed width data in Unicode/UTF-8

Hi all,
relative newbie to Access (but not to Databases). I seem to be perplexed
with exporting a fixed width file from an Access table in Unicode/UTF-8.

Here's the issue:
I connected to my Oracle Database (DB is configured to store data in
Unicode) via ODBC in Access and proceeded to copy a few tables into Access.
The tables are good, the native characters appear fine (using Arial Unicode
font).

I created an export Spec defining the field positions and then exported the
data as a fixed width file making sure the encoding was set to UTF-8.

When I look at the resulting text file in MS Notepad, all the characters
look good and are in their native characterset. When I import the data back
into Access with the same Spec, no problems, the data loads into the tables
ok.

However, when I import the same unicode text file into Oracle, the data in
the fields seem "shifted" by a space or two for all records.

Anyone know what could be going on? Does MS Access 2003 treat Unicode
differently?
