Exporting from MS Project to Excel

When I sort the MS Project file by "Finish Date", and then export it to an
Excel workbook, the sorting doesn't export, and the Excel file is in "ID"
order. I've tried using the template as well as creating my own Map. Any
help is appreciated.

Best approach. Sort in Excel.

You could try sorting by Finish Date through the menu (Project menu, Sort,
Sort by) and turn on the checkbox for "Permanently Renumber".

Then your ID numbers will match the order you want in Excel.

But be warned - that will permanently reallocate your tasks' ID numbers. So
I would suggest saving a safety copy of the file before you start - unless
you want to keep them in the new order.
