Exporting/importing address book and folders

I have Outlook 2003 and want to export then import the address book and
folers. Question is should they be an csv file or pst file?

Unless you are using Exchange Server or are wanting to use the data in
another application (Excel for example) you don't use import/export at all.
What are you wanting to do with this data?
