Exporting/Importing foreign character set/keyboard shortcuts??

I'm looking for a way that handles special keyboards and characters similar
to what KeyCaps does in Mac Word

What I do know of is the menu option in MSWord (and PowerPoint, but not
Excel for some frustrating reason that brings up a similar keyboard map for
a specified font and allows you to create keyboard shortcuts (i.e., by
selecting "Insert" > "Symbol"). This week,

I've been helping a Lummi speaker learn how to install and use a font that
can represent the symbols of his language. He's got a PC laptop owned by his
institution, running Windows 2000. We've had great success in installing the
font, and using the keyboard that you can view by selecting "Insert" >
"Symbol". This is stuff I know how to do. So now, we've got a bunch of
keyboard shortcuts set up for him on his laptop.

Now, here's my question:

What I'd like to do is to save those shortcuts to disk for him so that when
he gets home, and has to return his laptop, he can use those keyboard
shortcuts on his home computer without having to re-create them.
Does anyone know how to move such shortcuts between Word on different PC's.

Also would be curious to know if the same can be done for other apps. in the
Office Suite?

In Word, keyboard shortcuts are stored in the template, so
transferring them is a simple matter of saving the template to a
floppy or something similarly portable, and showing your friend where
to put it on his computer. (Tools - Options - File Locations will tell
you where Word expects to find user templates.)

AFAIK, neither Excel nor PowerPoint let you customize keyboard
shortcuts. Outlook doesn't even let you insert symbols (and email has
its own special problems with non-ASCII character sets, anyway).

The more general solution, which would work in all Windows
applications, would be to install a keyboard layout that has the
characters you need. Of course, since I've never even heard of a
language called "Lummi", I'd guess that there isn't a built-in
keyboard for it. :) Someone might have made one, though, so ask
around. (Or, there might be another language that uses the same
characters, and has a keyboard layout readily available.)

Another, more clunky, solution is to use the Windows Character Map.
You can use this tool to copy characters to the clipboard, them paste
them in where they're needed.
