Exporting Info Path Form

I'm new to Info Path and working behind a government firewall. I've designed
my form but is there a way to convert/export so that it can be filled out as
a web form (or any other format?)

No; to fill out InfoPath forms, each user must have InfoPath installed. A
firewall should not be a problem; just publish your InfoPath form templates
to a SharePoint site or Web Server that's accessible both internally and
externally.
