Is your device running under WM 6.x?
If so:
1.) Connect the smartphone to your PC.
2.) Install ON-Mobile on the device from ON on the PC:
Tools | Options | OneNote Mobile.
3.) In the Windows Mobile Device Center activate synching for OneNote.
4.) Start synching.
Pls note that only *one* section will be synched. There will be a
section with the name if your mobile device in the notebook "OneNote
Mobile. Things to be synched to the mobile device have be copied/moved
to there. There is a fine PowerToy for making the transfer to this
section easier[1]
