Exporting Outlook 2007 contact list without losing groups

Hello,

I am wanting to move all contacts (individuals and groups) from Outlook 2007 to Outlook 2021. When I export a file, choose the .pst type, then select the contact group, all seems well. I can export it. However, when I import it into Outlook 2021 all of the groups are blank.

We have 20+ groups with LOTS of email addresses in each (some up to 40.)

We don't have an exchange server.

Any ideas?
