Exporting page as image

I am trying to export (save as) a diagram as an image. My page size is
A4. However, Visio seems to crop the image to the area bounding all
the shapes on the page. I would like to keep the image with the shapes
as they are on the full page. I can't find an option to prevent visio
cropping the image.

Unfortunately it is the design speciphication of Visio.
Place a rectangle of page size on active page or background. as an
background.

June's suggestion is a good one. I've also placed a small, transparent image
in each corner of the page to ensure getting the entire page.
