exposing formulas in cells

I need to expose the formulas in my cells explicitly instead of showing the
formulas' calculated value. The Help says to use CONTROL+'. This is
supposed to apply to the whole worksheet, but it only seems to work for a
specific cell and only temporarily. As soon as I move to another cell, the
cell value returns instead of the formula remaining exposed in the cell.
Any ideas? Thanks in advance.

BTW, I'm using Excel for Office 2004 (11.1.1).

Try Preferences - View - Window Options - then check the box by
"Formulas"
