Expression Web

I recently installed Expression Web on my laptop running Windows Vista Basic.
I installed with full admin prevlidges. The install appeared to complete
successfully. Now, every time I start Expression Web, it runs Setup to
configure the installation. Needless to say, it takes about two minutes to
open the software. I have uninstalled and re-installed. I've enabled the
built-in admin account in Vista and installed from there. Always the same
problem. Can anyone help?
