External Dependencies Still Show Up in PWA 2003

I have two projects linked together with external dependencies. After
a few weeks, we removed some of the dependencies that linked the tasks
from both projects together. In both project files in Project Pro
2003, these dependencies are shown as removed. However, in PWA 2003
Project Center, the external dependencies still show up. We have done
every publishing option multiple times on both schedules, yet the
tasks that used to be linked still show up in PWA Project Center.

Is there something I missing?

I started and stopped the views processing service, and now all the
changes are reflected in PWA. Did anyone ever figure out what causes
the views processing service to seemingly shut down so often? I had
been manually starting and stopping it once a week, but it is
appearing like that isn't enough. The most frusterating part is that
I'll check the ViewDrop folder, and it is empty, giving me the
impression that all changes are being processed correctly.
