Extra page breaks preceding Table Crossreference

Working with a very large document that has multiple
Annexes. Heavy use of cross references. When the TOC,
Tables is updated to get page numbers into Table of
Tables, extra page breaks appear just before cross
references to a Table. This messes up the pagination.
The Style manual I have to follow requires new numbered
sections start on odd pages.

Any assistance would be greatly appreciated.

Word 2002 XP with Win 2000 operating system, but it
appears to also occur with Win XP on a second computer.
