Extremely slow saves to Project Server 2007

We are running PS2007 current up to, but not including, SP2. We have a PM
whose project takes at least an hour to save. We have exported the project
to XML and back to Project; we have worked offline and forced a rebuild of
the BLOB on the server; and we have replaced the original with a copy
produced from the XML copy. The file size went from almost 8MB to a little
less than 4MB with the last attempt.

Anyone have any ideas as to what and why and what to do to make this better?
Anyone experience this before?

I have seen Project Server take a long time to save and publish projects the
first time. But after the first save the local cache speeds this up alot.
Are the local caches getting deleted some how? Also most of the project I
have seen that take a long time are 20mb + and they have multiple baselines
with lots of non level loaded timephase data (work, baselinework and
actuals). I have reduced the size of these buy deleting the extra baselines
and reducing the time span of the project by breaking the project into phased
and replaning them. Even still I would take a look at your network
intrastructure especial between the web server and the SQL server this
connection needs to be every fast (gigabit etherent on same subnet). I can
save 8mb projects in 4-5 minutes.
