Failed - See the Event Log error while creating new Project Web Ac

I am getting " Failed - See the event log" when I create new project web
access site. Event log does not show any error. Can you help?

What exactly are you trying to do. Can you please write the steps you do to
get to this error message.

Step 1: I created a new SharePoint Web Application with administrator user name
Step 2: I created a new SSP with that web application
Step 3: In this new ssp, I clicked Project Web Access sites
Step 4: Clicked Create Project Werb Access Site
Step 5: On the same sharepoint web application, gave Primary database and
Reporting databse information and clicked OK
Step 6: Got to a web page where it was trying to create the PWA but got an
error "Failed - See the Event Log"
Step 7: When i click on the above thing i see only two options " Delete" and
"Retry".
Step 8: "Delete" deletes the PWA with no issue.

This is where i am not able to proceed further and not able to see any event
logs for this.

I found my mistake. I was not giving my SQL Server name in primary database
but after doing so I am getting permission issue. It uses Network Services to
create/configure Shared Services database instead of administrator user. I
use administrator to create the site and configure SSP but I don't why it is
still using Netwrok Services. Am i missing something here?
