Failed to create an administrative project

Hi
Whenever I try to create an administrative project in
Project Server Access, I get an error "Failed to create
an administrative project".

If I try to create a project using the desktop version,
File, New, there is no Enterprise tab with the
Administrative Project Template.

I can create one using File, New, Save As Administrative.

Why don't the other methods work? And where are the
missing templates?

Project Pro is required to create all project files, including
Administrative projects.
