failed to deliver .msg attachment

Most of the users in our organization is not able to recieve email as
attachment. We have remove the exchange cache but still we face the same
issue. Please provide us some solution asap as we are facing this issue since
last 7 days.

Is a Security Program or an Anti Virus scanning in and outgoing emails by any chance
