"failed to get language information for project server"

i can access the project server pwa pages from inside our LAN, but if i try
to access it from outside, i do get a login prompt, but then a "page cannot
be displayed". Event Viewer says "Failed to get language information for
Project Server (Project URL)." what does that mean?
