failed to start because OLEATT32.dll was not found

I have Outlook 2002 running on XP Home edition. I had to install a new hard
drive and reinstall Office. Now when in open Outlook I get the error
message above. I have tried detect and repair and reinstalling the program.
I cannot find any support for addressing the problem on Microsoft Support.
I have all the original software. Help.
