Failure to install Network components l

I am unable to install or uninstall components eg. TCP/IP
for both Dial-Up and Lan connections. In addition,
I cannot start the following services-:
(a)Routing and Remote Access...............no error #
(b)Remote Access connection manager........Error #5
(c)
