Failure to synchronize users between Project Server and WSS

Any ideas on what might be causing a failure to synchronize users between
Project Server and WSS?

The only information I've been able to find so far is related to changing
the language in the regional settings in WSS. We have not changed the
regional setting in WSS, but are still experiencing this problem.

We are using a custom WSS template (based on the default Project Server
template) in the Project Server WSS provisioning settings.
