False paragraph mark

Sometimes when I create a word from from a text file then use the format painter, it inserts an extra line. When I view the formatting in "show all," it shows a paragraph mark at the end of the extra line and the line above it, but if I put my cursor at the end of the line above, the cursor rests at the end of the paragraph mark. I backspace and the paragraph mark is deleted. However, it isn't a true paragraph mark because if I try to find ^p^p it doesn't recognize the character. Does anyone know what's going on?

I have seen text files where what was represented as a paragraph mark was
actually a line break or something different. Sometimes searching for ^13
will find them.
