farsi language support

how do i install farsi language support (ability to swtich keyboard) if Farsi
is not listed as a possible language under the Keyboard section of Control
Panel, nor under International options in Add / Remove Programmes. i am using
Windows 98. i assume there is a Farsi language support file for download, but
i have not found it.

thank you very much!! how did you find this? i searched google for 4 hours
with no luck. do you know of a similar page for Hebrew language?
