Faux index tabs

I work for the University of Delaware and want to produce athick document
that has grey index sized boxes that bleed out to the right edge of the paper
- so that someone thumbing through can see the section breaks. I do not want
to use Tab inserts. The document we are trying to mimic has grey boxes right
on the paper, as part of the paper. My printer and all office copiers seem
to default to a 1/16 inch margin, which prevents the bleed out.

Is this something I have to go to a commercial printer for?

Even a commercial printer would have to do the same thing you would have to
do: print on oversized paper and trim. Even commercial presses can't print
"full bleed" otherwise.
