fax modem configured still can't send fax

Previously I had configured the fax modem to send and recieve faxes, but I
could only send faxes within my local area code. Now I've installed Office
2003. I've tried to send a fax via word using the fax modem option, and I can
not send a fax. Message comes up, no answer. I'd also like to know why I
can't send faxes outside of my local area code, thank you.
