How do I create a delay after dialing 9 to get an outside line on a typical
company phone system?

This has nothing to do with Word and depends on the fax modem. Check the fax
modem instruction manual (or on line manual) and see what command you need
to insert into the dial string to effect a delay - probably one or more
commas.
