Feature 75a0fea7-.... is not installed in this farm error

I setup a WSS 3.0 site with working templates. Added PWA 2007 successfully. I
now want to add a site and get the errror:

Feature '75a0fea7-2791-45a2-896f-e538f91032d8' is not installed in this
farm, and can not be added to this scope.

The site does end up in Sites and Workspaces, but is not available. Ideas?
