I think the following makes for a potentially valuable feature: Make the
ability to send high priority email messages a privilege that is associated
with an active directory account. Doing this will allow Sys-Admins to revoke
the privilege of users who abuse high priority flags in thier email messages.
Also, provide the ability to track the counts of high priority messages sent
per user.
