ON would be more useful if it had categories. I know they seem like folders,
but they are not, and I find them much more effective for filing and
retrieving.

Yet, notes can only be in one folder at a time.

Good example. You can improvise categories with keywords but I would like
to see an improved category/tag capability in a future version.
Why would contacts in Outlook have categories ?
Because contacts often belong to many different groups, not just one.

Outlook categories let you differentiate and subsort contact items within
a single folder. Ideally you should keep all your contacts in a single folder
and use categories to work with them in sub-groups. That isn't always possible,
but it usually works out for the best, especially if you're synchronizing
with other devices.
