Feature_Restrict_ActiveXinstall

For an unknown reason I need to 'repair' Office 2007. When I try to run the
repair, either from the CD or from files stored on the machine, it gets so
far the stops with a message the machine does not have permission to access
the Registry Key
HKLM\software\Microsoft\Internet\Explorer\Main\FeatureControl\Feature_restrict_ActiveXInstall.

If I go to the 'key' all persmissions are unchecked and 'greyed' out so I
cannot change.

If I 'google' for a solution there are many postings that discuss Internet
FeatureControl and its impact on programs, inc. Office 2007, but most
discussions are way over my head. Can anyone give me some advice on how to
address this problem so I may repair my Office 2007 installation?

I have tried most of the 'obvious' including the ActiveX security settings
in Internet Explorer (version 7) but without success. My impression is the
solution may lie with the 'Office Setup Controller' but I have looked at the
files in this folder but have no idea what to do!
