Field Effect Sunken Broke?

When I create a new form using the New Form Wizard, the fields in the form
are not sunken. (They used to be).

Under Tools:Options:Datasheet the Default Cell Effect is selected as sunken.
But the forms do not diaplay that way.

The sunken effect is ignored if the 'Use Windows Themed Controls on Forms'
option is selected. You'll find that option on the 'Forms/Reports' tab in
the Options dialog.
