We are using Microsoft 2003 Word to create User Manuals. Therein, we have
linked figures with cross references to their respective text references. Now
everytime we save the document the cross-reference links shift/jump their
positions. They jump their position in a row and appear at the beginning of
the new row below. If the link is a part of a bulleted paragraph the
cross-reference on being saved jumps down to begin a new bullet.

This causes a lot of inconvenience as it disturbs the formatting of the
entire document.

Word cross-references make use of hidden bookmarks.

How are you adding text to your document? Note that if you are pressing
Enter at the beginning of a bookmarked paragraph the bookmark will expand to
include the newly created paragraph too.

To fix this, you can select the appropriate piece of text that should be
included in the bookmark, and then click Insert | Bookmark. In the dialog
box, check "Hidden bookmarks." Click the "Location" radio button. Word
highlights the name of the bookmark that it finds at the selection. Click Add
to redefine the bookmark. Update the cross-reference by selecting it and
pressing F9. Repeat this procedure for every problem cross-reference.
