Figure/Paragraph layout

I am trying to layout figures in a document and have the text
seemlessly wrap around them. Currently, the figures and their captions
are in a single frame. When I try to place the frame at the top of a
page, the text jumps around and leaves large white spaces in the
document. For instance, if a paragraph starts on one page and ends on
the next. When I try to insert the frame on the second page, the entire
paragraph moves to start below the frame leaving a white space on the
first page. Why does this happen and how do get the paragraph to simply
wrap around the frame?

When you click on the picture, the Picture toolbar should show. (If not,
View menu, Toolbars / Picture). Click the button "Text Wrapping" and choose
"Square" or "Tight" and maybe even use "Edit Wrap Points" if you want to fine
tune it.
