File Access is denied.

Outlook 2003 was working fine, now I have a message... You do not have the
permission required to access the file C:\Documents and Settings\owner\Local
Settings\Application Data\Micosoft\Outlook\outlook.ost. How can I fix this
myself. The computer was built for me, I don't have the CD...help?
